It doesn't. When we speak englsh we use the english name for countries and places, and that includes places that in the local language would have, for example, a silent 's'.
The habit of pronouncing Laos with a silent 's' is an invention of British backpackers who'd never heard of the country before they visited it, in the mistaken belief it was correct because that's how the locals say it (in the same way a Parisian would say 'Pari').
North Americans have a tendency to pronounce it correctly with the hard 's', as they would have been exposed to the correct english pronounciation since the time of the Vietnam War. This is nothing to do with differences in British and American english; rather a bad case of widespread, albeit well-meaning, mis-pronounciation.
