The British instated the Quebec act, because during that time the Quebec people greatly out-numbered the British colonists. If the British government did not received trust and cooperation from the Quebecois, they could easily rebel and the British would have lost control of New France.

The British could stay in New York as long as they wanted and use it as a base. Unlike Boston, the British in Boston could use ships for Artillery against infantry.
