President Zachary Taylor was worried that the entry of California as a free state would tip the balance of slave to free states. He personally wanted California to be a free state because California had already outlawed slavery when it was owned by Mexico.Henry Clay of Kentucky, Daniel Webster of Massachusetts, and Stephen Douglas of Illinois worked on the Compromise of 1850. Zachary Taylor opposed them but he died on July 9, 1850. Millard Fillmore became president. Without the threat of a Taylor veto, the Compromise passed and California became a state on September 9, 1850.
