There are multiple reasons why the people of Cambodia are currently still living poverty. One reason is this. The men, or fathers, feel as if they don't need to work. Even when there is work. Instead, they sit around, roll dice all day, drink, and smoke. Then how to these people get the money to be able to do this? They traffic their daughters into the sex trade. Their daughters are raped for a living while the live the high life. Literal 10 year and younger. Raped. So their loving dads can shoot the breeze all day.
Yes. Cambodia is poor. The Khmer Rouge destroyed much of the infrastructure. They also destroyed the people who could rebuild it. Cambodia has fantastic Natural Resources. It no longer has the people capable of exploiting them.
