It is an island on the eastern side of the Atlantic Ocean. As such a lot of weather systems come in from over the Atlantic and they have a lot of rain in them. The amount of rain is one of the reasons that Ireland is so green, and has no deserts or hot and arid regions. Ireland does get a lot of very good weather too.

It isn't true to say it always rains in Ireland. However, it does rain a lot in Ireland. The main reason for that is Ireland's location. It is on the west coast of Europe, with the Atlantic Ocean to its west. Clouds gather over the Atlantic Ocean and head towards Europe. As Ireland is the first major landmass that a lot of those clouds arrive over, it gets a lot of the rain that falls, as does Britain, leaving less rain left as the clouds move over mainland Europe.

Yes, it is often sunny in Ireland. Given Ireland's location on the edge of the Atlantic Ocean and with a lot of its weather coming from that area, Ireland does get a lot of cloud and rain. It is what helps Ireland to be so green, which it is famous for. You do get completely clear days of blue skies too though.
