Beacuse it has a great holidng regime and fund industry so attracts tremendous foreign capital each year. Also some workers commute everyday internationally so this also increases the per capita GDP since these people are not taken into account in the population figure.

Luxembourg is rich because it has a lot of resources like oil,gas, other minerals and it has a relatively small country with small population so more for everyone. the other reason may be that it is positioned right next to Germany and France and i think that has some financial benfits.
