Japanese people are polite, but they aren't kind. Koreans seem to be more kinder than Japanese. Japanese only care about politeness, but never kindness. Only A few people in Japan is kind though. Waitresses, some shopkeepers can be kind.

What makes you think they don't? I've seen plenty of Japanese people smile. but like everyone else if they aren't smiling that probably means they're not happy.
