Because in the 19th century we were all under the influence of France. Small countries like the Romanian states and then the Romanian Kingdom wanted - on one hand - to prove they could be cultivated and modern (that's why everybody who was everybody HAD to learn French) and - on the other hand - before the development of an adequate higher education system, all students had to attend either a French, or an Austrian or German university. ANother reason was political: France was our main ally in our quest for independence and union, so the relationship with Paris was particularly important.
