There are 25 stars in the diamond border of the Arkansas state flag. This represents the fact that Arkansas was the 25th state to join the United States.
What do the there stars below arkansas flag mean
Arkansas (pronounced ARKanSAW) was number 25, hence the 25 stars around the diamond on the state flag.
Arkansas' state flag is red with a white diamond in the middle. The border of the diamond is a dark blue. There are stars that are white that are in the border. Inside the border there’s the white diamond. Inside the white diamond it says Arkansas in all caps and four stars that are navy blue and that is what the Arkansas flag looks like! The Arkansas state flag was founded in 1913.
In 1824 there were 24 stars on the flag of the United States of America. The 22nd star was added in 1822 when Missouri joined the union. In 1836 when Arkansas joined the union we added another star for a total of 25.
The diamond represents Arkansas' status as the only diamond producing state. The 25 stars around the diamond represents Arkansas being the 25th state to join the union. The three stars show Arkansas was the territory of 3 separate nations (Spain, France, US). And the single star represents the fact that Arkansas was a Confederate state.

Arkansas adopted its flag in 1913 by putting a contest to what should their state flag should be and the winning flag was a red background with a blue diamond in the middle and within the diamond was 25 stars, because it was the 25th state to join the union and 3 stars in the middle of the diamond. Then in 1923 the state Legislature added a 4th star, 2 above and 2 below the name Arkansas. While the first 3 stars represented the nations that Arkansas belonged to (geographically) the 4th represented the Confederate States of America. The original "nations" were France, Spain, and the United States of America. In 1924 the Legislature moved the grouping of 3 stars below the name Arkansas because they each represented "nations" and left the lone 4th star above. This is fitting because the lone star was a popular symbol on the "Bonnie Blue Flag" during the Civil War for the Confederacy, and the symbol of a new republic.

There is not an actual reason as to why the bottom star on the Arkansas Flag is upside down. The three stars represent the number of nations that Arkansas was once territory of, aside from that there is no meaning of the star being upside down.
