Because they have become lazy, basically. And because, as a nation all they have to do is dig a hole in the ground and export the dirt to make money. I lived in Australia until I was 24, before moving to Japan where in order to succeed the country has to have good communication and efficiency. Australia drives me nuts. The trains don't work, the tax system is stuffed, rules and regulations which are just a kneejerk reaction have gone out of control, and people are just lazy. Right now I'm trying to get some things done on an Australian website and I'm pulling my hair out with all the bugs etc it has in it. Japan as a country is sophisticated and mature. Australia is just a joke.
