As a country it is rich. The people are not. The rich are rich and remain rich. The majority of the population is poor compared to American standards.
Well, it depends on your definition of rich. For instance, a 16-year-old might feel rich when he gets his first fast-food job. He has more money than he has ever had before. Someone fresh out of college might feel rich getting a job that pays 15 dollars an hour, depending on the major and the expected salary... Other people might not feel rich, even if they are both pulling in six-digit salaries, just because the people next door are richer than they are and can afford things that they can't. I think it is just comparison. I would say that you are rich if you are in the upper 20% when rating income in whatever country you live in. The top 20% usually controls at least 80% of the wealth. Leaving the rest of us with the leftovers. :)
