A product with "Made in Japan" on it literally means what it says. A product with "Japan" on it means the same as "Made in Japan."
Japan is older than the stuff made there. It has to be like if Japan's stuff was older then Japan why would it say made in Japan? it wouldn't even have an economy... Now, if you mean which wording for things made in Japan is older, then the older stuff just said "Japan." Adding the words "made in" seems to be a newer concept.
