Alaska
It is Counties that share a common boundary ("counties that touch a given county"). They often span more than one state. Some are separated by water ways such as lakes or rivers and may not technically be contiguous (that is the county boundary only extends to the edge of water-way but not its center). It is usually considered contiguous never-the-less.

Counties within a City?Cities are in counties. I am not aware of any city that sits in more than one county, though it is certainly possible. There are a few cities that are in more than one state, and become two cities in two separate counties. A political state map should be able to help you out with the boundries.
