Hmong Gangs: Considerably, there aren't any "REAL" gangs but some are claimed or organize like one. Back in the 90's, small amount of gang members existed in the city but were secretly known. A predominately White city but, with visible small Hmong community existed then and still do now. Back then, few Hmong youths were associates of a nationwide gang call the Menace of Destruction (M.O.D) 3.0.1 gang that used to reside in the city. Some were members but some were associates who likes to claim the name with pride. The gang drifted as members were married, moved out of the city, and letting go of the gang life. Currently, there are a few associates still around but are on the low-key (DL). There are also known, documented Hmong gang members that moved up here in the city with gang affiliations of Asian Crips (A.C) 357 and MOD JR gangs from California. Though, they aren't a serious threat, due to the fact that they came to the city not to bang but to get away from the troubled life they had. Other Hmong gangs/clique/group/ that was homegrown in the city included the Rapids Asian Thugs (R.A.T), Bloods 13 (B.13), and B.G.C (Hmong women gang). Rapids Asian Thugs (R.A.T) - Also known as Royal Asian Thugs, a Hmong family based-off who don't like to be refer to as a gang. Though not documented as a "gang", it is most likely considered as a gang. Rumored that the gang started off from a soccer team (Rapids Asian Team) that lead to some of the younger guys who decided to change the name and the group into somewhat, kind of a gang. Members are known for auto theft, carrying a concealed weapon, criminal damage to property, disorderly conduct, harassment/threats, reckless endangerment, theft, use of a dangerous weapon, and underage drinking. Members can be identify with rat tails, red shirts with logos saying "R.A.T 715", the # "715", snap-backs, and tattoos. This gang has been a major problem for the past few years in the local high school, with rivalries of other local gangs in the area. Most known member was the shot-caller Pao "Flubber" Khang, who was shot twice by a police officer for five counts of carrying a dangerous concealed weapon. Bloods 13 (B.13) - Now defunct, this gang was formed out of the R.A.T when disagreement between members started. Soon, members was split into two with the majority sticking with R.A.T. The others decided to make their own gang called Bloods 13 or B.13, based off from the Bloods (R.A.T wore blue during the time). The gang didn't last long after they were recruited into a different Hmong gang call the True Home Boys (T.H.B) 743 (later changed its name to LawLess Bloods (L.L.B) 113 due to the fact that the T.H.B decided to join force into one as L.L.B - a local gang as well) based off from Appleton, Wisconsin. While one member, went back to join the R.A.T. Members were known to wear red attires, baggy clothes, long bangs with hair dye (colors of choice was light/bright brown, dark red, and dark blonde), and for wearing baseball caps. Other Gangs: Other so call gangs that locates in the city are the Gangster Disciples (G.D) 74. Local homegrown gangs in the area included Black Star Brotherhood (B.S.B) and Cool Cats 4 Life (C.C.4.L). Others were mentioned but not specifically identified.
