Kahoolawe is the only one of the "main" islands that is not occupied. It isn't that it lacks charm, but in its long history it was always the orphan because it receives very little rainfall. When WW2 began it was evacuated and became a US Navy live fire and Bombing target range. It served in that capacity until 1990 and was finally returned to the state in 1994. It contains tons of unexploded ordnance and it may never again be fit for human habitation.
