To the police station if they are lost, but they still have parents. To the orphanage when you meant lost their parents.
Children can get in bad situations. If they are in danger, the parent would not know where to go. Adults can take advantage of lost children.

Even though the Algerian law states that children from 6-15 should go to school; there is still lack of enrolment of children by parents!
Parents should have to pay because obviously the parent is lacking on something which makes the child lack and not go to school
If the parents are of faith and go to church, then they should bring their young children with them to give them a base of learning on religion from which to decide. But if, after the children reach the age where they can decide for themselves, they decide they don't want to go, then the parents need to respect their child's feelings about it and not force them to go if they don't want to. Also, if, when the young children become older, they decide they prefer to try another faith, then they should be allowed that choice, too.

It is far better for parents to decide just how much their children should know and tell them the truth rather than to hear uneducated guesses from the child's friends or others.
Parents are not stalkers, they are parents. If they are stalking you that means that they think you are doing something you are not supposed to be doing, or in danger.
