Note that Hong Kong is technically a city island and Kowloon is another adjacent city on the mainland (peninsula). What separates them is the Victoria Harbour. When specifying about the city of Hong Kong, it refers to the city island of Hong Kong. Hong Kong Island and Kowloon are one of many district/city under the Hong Kong Special Administrative regions.
