I think it is an old saying that illustrates abject poverty. Job was a man in The Bible who lost everything he had. This was to test his commitment to God. If Job lost everything, you can imagine that whatever livestock he had left, i.e. a turkey, was that much poorer. My grandfather used to use this expression every once in a while.

Turkey as a State does not care about the poor or the homeless.They are left out to die if their families dont take care of them. Often their families are too poor so they do odd jobs here and there to get food and sleep rough.If they are young they often turn to prostitution. There is no hope for most of them and eventually the cold or malnutrition gets them and most die a miserable and lonely death.
