It depends on what you mean. Most states (although I'm not familiar with every state's laws) have no "levels". You get a permit and you can carry a handgun. Some states allow concealed carry, some allow open carry, some allow either. Having said that, however, a few states, I believe New York is one of them, issue permits that can be either for carrying a handgun, or a permit that is good only to transport it from one place to another in your vehicle. However, I believe only one or two states do that.

I don't know specficially what New York's requirements are, but generally speaking, you fill out a form and pass a background check. You can only legally purchase a handgun within the state in which you reside.
