Personally, anytime. I just love this city. I am from Minnesota and spent time in the Big Easy in April, June, and August. All beautiful. Enjoy and be sure to get a plantation tour - Oak Alley is a personal favorite.
September is a decent month to travel to New Orleans, LA. The weather is still typically warm, but with it being the end of the summer, there is plenty of entertainment.

Pennsylvania is ahead of New Orleans in time. Pennsylvania is in the Eastern Time Zone, while New Orleans is in the Central Time Zone, which is one hour behind.
The Mardi Gras Indians Museum ("House of Dance & Feathers" on Tupelo), Backstreet Museum on Henriette Delille, and the Voodoo Museum on Dumaine are a few museums that will give you a glimpse of authentic New Orleans, not watered-down, touristy info. Make time to visit the world-class Aquarium, too!
