The former capitals had been:

Turin from 1861 to 1865,

Florence (provisional capital) from 1865 to 1871.

In 1871, Rome became the capital of the Kingdom of Italy. It wouldn't be until 1946 that Rome would become the capital of the current Italian Republic.

Italy was not yet a "country" in ancient times. However, Rome was the capital of the Roman Empire which was centered around modern day Italy. So in a way, yes it was.
