I would guess the goat was obtained and named sometime shortly before or after 1944 when Roosevelt and Truman won the election agains Dewey and Bricker. Or, more likely, after the 1948 election which was again against Dewey and, again, Dewey Lost the election. This is all, however, pure speculation.
