On May 4, 1919, reformist zeal found focus in a protest by Beijing's students against the Versailles Peace Conference's decision to transfer former German concessions in China to Japan. After more than a month of demonstrations, strikes, and boycotts of Japanese goods, the government gave way and refused to sign the peace treaty with Germany. The movement spurred the successful reorganization of the Nationalist Party and gave birth to the Chinese Communist Party.

The May 4, 1919 protest in China was Chinese students protesting the Treaty of Versailles. On June 28th, the date set out for the signing of the Versailles peace treaty, a group of Chinese students, workers, and others gathered around the Lutitia Hotel in Paris, which served as the headquarters for the Chinese delegation to the peace conference, surrounding the delegates in an attempt to keep them from leaving to sign the treaty. China ended up refusing to sign the Peace Treaty with Germany, garnering a major goal of the May Fourth campaign.

Is making a speech a protest?

It can be. It depends on what the speech is about and where it is being made. The speech may be protesting about something and it could be happening at a protest meeting or march. The speech could be about something else and may have no element of protest in it. So a speech can be but isn't always a protest.
