There are no dry counties in Arizona since Arizona prohibits local jurisidction from making rules which are stricter than the one made by the state as per A.R.S. Section 4-224
If by dry, you mean they don't allow alcohol, there are no dry counties in Vermont but by law a county is allowed to go dry but only by pulic refferendum. However, as of this time there are NO dry counties in Vermont.
