Utah
The only state capital that shares no letters with the state it is capital of is Oklahoma City, Oklahoma.
There isn't one.
The capital that has only 3 letters is "Rome" which is the capital of Italy.
It has two capital letters, and is the abbreviation for the state of California. Elements that have two letters (like Pb for lead, Fe for iron) only have one capital letter.
Salt Lake City, Utah
The only state that has this type of symmetry when written horizontally is OHIO. If the letters are written vertically, then HAWAII, IOWA and UTAH also have symmetry.
These letters (when capital) are the ones drawn with only straight lines. The other letters (again, when capital) are drawn with curves.

You use capital letters only if it is a place. Also you use it to capitalize your first word of a sentence.
No US State meets that description and the closest would be Des Moines where the first word of it's name has only three letters, Also worth considering is the common abbreviation for Salt Lake City of SLC or the equally common abbreviation for Oklahoma City of OKC.
