In the 1930s, Spain had a parliamentary democracy. It was called the Second Republic. The Second Republic was put in jeopardy by the Spanish Civil War in 1936-1939 and overthrown at the wars end by the Nationalists under Franco who established a Fascist State.
The answer to this depends on the time period. The Spanish monarchy until 1931 was always an absolutist unlimited government as were the Franco years from 1939 to 1975. However, the First Spanish Republic (1873-1874), the Second Spanish Republic (1931-1939), and the current Kingdom of Spain (1975-Present) are all limited forms of government.
Spain had two main governments in that time period. From 1918-1931, Spain was a barely-constrained consitutional monarchy. From 1931-1936, Spain was governed by the Second Republic. From 1936-1939, Spain was in the midst of civil war. Parts of the country (especially the western coast) were controlled by the Second Republic. Other parts (especially northern Morocco) were controlled by the Francoists and Nationalists. The latter group emerged victorious in 1939.
Spain was ruled by the Kingdom of Spain from 1874 until 1931. This was the second Borbon restoration. That government was followed by the Second Spanish Republic from 1931 t0 1939. The Second Republic ruled part of Spain from 1936 until 1939, during the civil war, while the rest was ruled by the Francoist regime of General Francisco Franco. Finally, Franco ruled all of Spain as a dictator from the end of the civil war in 1939 until his death in November 1975.

Francoist Spain was created in 1939.
I believe that was Francisco Franco. It was he led the Nationalist rebels against the Republican government during Spain's civil war.

John Eastwood (1887 - January 30, 1952) succeeded Samuel Perry as the sixth Member of Parliament for Kettering, serving between 1931 and 1940, including the whole of 1939.
Roy Wise (1901 - August 21, 1974) succeeded Oswald Mosley as the third Member of Parliament for Smethwick, serving between 1931 and 1945, including the whole of 1939.
