The original confederate flag wasn't painted. It was manufactured out of bunting cloth just as flags are today, by the Charleston Clothing Depot. The flag which flew over the siege of Atlanta can be seen today in the Confederate Memorial Hall in Knoxville Tennessee.
The Union flag was unchanged, because they did not recognise the Confederacy. The Confederate flag was the stars and bars - eleven stars, except during Braxton Bragg's occupation of Kentucky, when a twelfth star was temporarily sewn in.
Flag stamps were 42 cents face value, they were supposed to be forever stamps, postage never to increase from that 42 cents, but that flew out the window real fast.

The 34 star flag was first used in 1861 to acknowledge Kansas. This is actually the same year in which the confederate flag was flown. Despite that the South seceded from the Union, Lincoln would not allow any stars to be removed. The 34 star flag flew until 1863 when the 35 star flag was created to acknowledge West Virginia.
