The Roman Empire was not an empire of Italy, it was an empire started by the city of Rome. The Roman Empire had control of all the land around the mediterranean and more north/south/east. Italy today is located only in Europe and has control of Rome.

In the Roman days Italy was the heart of the very large empire. Nowadays Italy is an independent country which has no overseas possessions. Its social, political and economic structure is totally different as it is a modern country, not an ancient civilisation. Therefore he two are hardly comparable. What Italy has inherited the most from the Romans is a language derived from Latin and a Latin culture. There is also a large archaeological and artistic heritage.
