In order to renew your passport, you must contact the Jamaican Embassy. They have a website where you can download the application, with instructions on how to do that. If you need to call them, the number in Washington, DC is (202) 452-0660.
The Jamaican Consular General's office in New York is at 767 3rd Avenue, NY, NY 10017. The website address is http://www.congenjamaica-ny.org. On the site is all the information re getting a Jamaican Passport. Since you don't have an ID, I suggest you call 212-935-9000. Good luck!

Otherwise travel with both.
