Berlin. In Berlin High German is spoken. Of course they speak High German in Vienna however, the accent is quite different in Austria. I grew up in Austria and moved to Germany when 12. My sisters and I had a hard time as we spoke a Salzburg dialect (Austrian German) which in some ways is rather different to German. Vienna Austrian German is different again ( very charming). The Berlin German also has a distinct pronunciation however, it is easier to learn, absolutely the High German you would speak to anyone speaking German. Apparently, the best High German (like Queen's English) is spoken in Hannover.
