Actually, the government encourages the digging of wells. However, there is no fresh water underground on Bermuda. Drinking water on the island is obtained by catching the rain. If one looks at photos of the buildings on the island you will see that the roofs of the buildings are white washed, the rain is caught on the roofs and stored for later use. Water from wells is brackish — salty, like sea water — and can only really be used for toilets.
