You can but it is not recommended. The old roofing sheets will promote corrosion under the new sheets. Far better to remove the old corrugated roofing first.

Gazebos are built starting from the bottom up ( deck to roof )-- you need to think from the top to the bottom ( roof to deck )starting with the roofing material. The only real instruction you need here would be for the roofing material removal-- the rest is just fun destruction unless you wish to re-use the old wood / then you would take more care dismanteling to preserve the wood.
