When Lieutenant General Grant decided to handle Confederate forces in Virginia in 1864, he made City Point, Virginia his headquarters. On August 9, 1864, two Confederate agents, John Maxwell and R. K. Dillard performed a horrible act of terrorism. They had managed to smuggle a time bomb on a Union ammunition barge at City Point, Virginia. The explosion killed 43 Union soldiers and wounded over one hundred others. General Grant was in the city but was not injured.
