Someone would find out how much money someone owes in unpaid parking tickets from 5 years ago by contacting the parking enforcement agency in each state. Having unpaid parking tickets can potentially mean that someone's car can be impounded.
The ticket is attached to the car, and the owner of the car. We loaned someone a vehicle of ours years ago, and she racked up many parking tickets at a college. Guess who was responsible for the tickets, the owner is. Unless the ticket is handed to you with your name on it, the owner is responsible.

Speeding tickets have a one year statute of limitation, in Colorado. But if you're driving there go slow. If you get stopped they might enforce a newer law and arrest you.

Yes. There is an Amtrak parking structure across the street to the South. Both short and long term parking. Self parking. Machines take credit cards. I used it a couple of years ago and can't remember the rate but it wasn't too bad. Sort of like airport long term parking if I remember right.
