I think it is the same thing , but some people say it is and some don't. The yugoslavian wars were from 1991-2001 and the balkan wars were from 1992-1993 (if I remember right). But I dont know what they mean by balkan really. Where is it?

I assume you mean Yugoslavian Dinars. Yugoslavia does not exist any more. They are totally worthless, except perhaps to a banknote collector.
It's a curse used primarily in former Yugoslavian countries. The person cursed everything you are/own/have following a list so he "doesn't miss anything".
