Ireland is not poor. It has the second highest per capita income of any country in the EU next to Luxembourg, and fourth highest in the world based on measurements of Gross Domestic Product (GDP) per capita.

There are lots of factors. In Ireland the banks were loaning too much money to people who were not able to pay it back, causing huge problems for the banks and their investors, who wanted to be paid back. House building was a major industry for a number of years but that all stopped when people could no longer get money to help buy houses. External factors included the recession in the USA and the recession in other parts of Europe, particularly the Eurozone countries. These are the countries that use the Euro. As Ireland relies a lot on exporting to keep the economy going, if other countries don't have as much money to spend, then they will not buy as many things from Ireland. For these and many other reasons, the Irish economy has been bad in recent years.

Not all Irish are poor. The stereotype of a poor Irishman arose from the potato famine of the 1850's, when many poor Irish emigrated to the United States to flee the poverty and despair that was gripping their country.

There are not that many poor in Ireland as Ireland is not regarded as a poor country. For those that are poor, it would be reasons due to lack of income from unemployment or people wasting their money, just like in other countries.
