Actually, the answer is here, straight from the UT admissions page. It is not 3.95:

"Although no particular GPA guarantees admission, a 3.0 is generally considered the minimum necessary for strong consideration. Many students with GPAs above 3.0, however, are not admitted because of the competitiveness of the process. You'll find information about the factors we consider on the What We Consider page." Look up admission factors on UT's webpage and you will find the other things that would set you apart.

Answerno exact GPA. I'm guessing 3.5-3.8 is the average
