Saigon was the capital of the Republic of Vietnam, or "South Vietnam." It is now Ho Chi Minh City. Hanoi was the capital of the Democratic Republic of Vietnam, or "North Vietnam." It is now the capital of the whole nation.

He was usually also the General Secretary of the Communist Party, which is the leader of the party. In communist states, the leader of the party was usually also the leader of the government. Leaders of communist countries often hold multiple positions. Today only Cuba, Laos, Vietnam, North Korea, and China are officially led by communist parties. The leader of China, Hu Jintao, is usually called President, but he is also the General Secretary of the Communist Party of China and the Chairman of the Central Military Commission of the People's Republic of China.
The exact meaning of the term "Little Saigon" depends on the exact circumstances in which it is being used. Usually the term refers to locations outside Vietnam, that are either dominated or influenced by Vietnamese populations and culture. Typically these locations consists of independent communities or at least as parts of a larger city. The name of "Little Saigon" has also been given to restaurants and bars. The phrase itself is of course synonymous with "Small Saigon" where "Saigon" refers to to the former capital of South Vietnam. Saigon is well known for being captured by North Vietnamese communistic forces in 1975, an event which effectively ended the Vietnam War. Today Saigon is officially named Ho Chi Minh City.
After the U.S. evacuated the American embassy in Saigon, North Vietnam which had already taken over much of South Vietnam invaded Saigon. They met little resistance. The war continued into the 1980s. The South Vietnamese were left under equipped and poorly trained. South Vietnam was united with North Vietnam. Only this time it was a communist country. Saigon was renamed Ho Chi Mihn City after the North's late leader, Ho Chi Mihn

The countries which today are officially run by a Communist party today are: People's Republic of China, North Korea, Laos, Vietnam, Cuba, Nepal, Belarus, and Russia. So there are still 8 communist countries.Technically they are not communist because....Communism is not where there's a leader/dictator. Communism is about ZERO government. The moment you add government, it's not longer communist. Countries such as North Korea are not even communistic. If you break down what they're doing piece by piece, they are NOT communist. You do get the chance to choose your future in a communist society. You do get human rights, way more than you would ever get in a capitalist society. You do get free speech, way more than you would ever get in a capitalist society.
