The Virginia Plan called for only one house of Congress with each state to have representation by population. Support for the Virginia Plan was led by James Madison and Edmund Randolph (the proponents of the Virginia state Plan).
The New Jersey plan had one house based on equal representation of each state while the Virginia plan had two houses based on the states population.
