Albania is considered to be an emerging democracy; in a state of transition from previous forms of institutions to democratic ones. Since 1991 it has a multi-party system, and elections are held every four years.
Nevertheless, since your question is, whether it is a democracy or not, I will simply say no, compared to Italy, France, UK and so on, and yes, compared to Belarus, Moldova, Azerbaijan etc. The situation however is much more complicated than that, because of Albania's expressed commitment to join the EU. That has caused to much pressure as well as a lot of misunderstandings. The EU is a source of inspiration for the Albanian soiety, but of discouragement too. The main reason why Albanians from Albania emigrate so much for instance to Greece, Italy, Germany, UK and US is the "easiest way" for people to have what they lack at home. The costs of this process have not yet been calculated, even though the incomes of returning immigrants is what has helped more than once the Albanian economy.
