In Government of India, the posts are divided into two cadres, Gazetted (Section Officer, Under Secretary, Deputy Secretary, Joint Secretary, Additional Secretary & Secretary). This is the Officers cadre. The other one is Non-gazetted (Peon, Lower Division Clerk, Upper Division Clerk, Assistants). These are clerical cadre. Gazetted Officers are recruited directly, through Indian Administrative Service (IAS), Indian Foreign Service (IFS) Indian Police Service (IPS ) & Indian Revenue Service (IRS) exams', conducted by UPSC. For others also UPSC conducts Clerical Grade & Assistant Grade exams'. Senior assistants having good performance records are sometime promoted Gazetted Cadre. Disciplinary procedures are same, but, Gazetted Officers have more power according to their post. There are Conduct Rules available in all offices with the administration in charge. There is also special tribunal for dealing government employees..

No. No Warrant Officer is a field grade officer. Actually a CW4 receives the same priviledges as a field grade officer. My husband is a CW4 and when applying for on post housing, we can not be placed in company grade house, it must be field grade. It is the same for w4 and w5.
