Virgina had two state governments, a Unionist one and a Confederate one, both claiming to be the legitimate state government of Virgina.
The Unionist Virgina state goverment created the State of West Virgina out of part of Western Virgina. From the Unionist state goverment's point of view, West Virgina and Virgina were both Union states.
