Minnesota is neither a "western state" nor an "eastern state". It is a Midwestern State. Although, depending on your definition, it could be considered both. Take into account that, historically speaking, the west was once considered anything west of the Mississippi River, then MN could be considered either a "western state" or the westernmost "eastern state". Now I believe the boundary for "western states" is considered the Rocky Mountains. Therefore, Minnesota would be an "eastern state" - but that is not accurate. As stated above, it is technically considered part of the Upper Midwest which encompasses the states north of Missouri and west and north or Indiana/Ohio (Yes, I think Michigan, at least the Upper Pennisula, is considered part of the Upper Midwest) and east of Montana, including Nebraska.

The question is rather hard to answer due to many, many ways of interpretting what is meant. I think your best bet would be to see where it is classified agriculturally and census wise.
