It depends on what you mean. Memphis is a violent city, crime-wise. Every year, it ranks in the top 2 or 3 nationally. People like to pretend that crime only happens in certain areas, but in reality, there is violent crime to some extent in every area of town, including the suburbs. As of 2008, Shelby County had 32,924 active gun permits on file, almost 5,000 more than the next two combined. That should give you some idea of the crime level here. More people feel the need to carry a gun here than in Davidson County (Nashville) and Knox County (Knoxville) combined.
The economy here is tough. The CNN Money section (http://cgi.money.cnn.com/) shows Memphis as well below the average of the "best places to live." The median income is low here, but of course, local economy reflects that. When gas was well over $4 per gallon in the country, it only got to about $3.99 per gallon here. Housing prices are lower than other parts of the country. Many successful business people live outside the city and commute in to work. If you make $50 thousand dollars a year, you make well above the average. Just like any other large city, there are many things to do here, depending on your interests. Beale Street has clubs and bars and you can find some really good music. The Pink Palace museum, Graceland, and Mud Island are a few "tourist" type things. There are a few 4 or 5 star restaurants, lots of good every day restaurants, LOTS of good barbecue if you like Memphis style BBQ.
