This is because they are inefficient since they are expensive to collect and result in the loss of matching federal highway funds; they result in wasted gasoline, additional pollution and numerous accidents (including some deaths) at toll plazas; and are unfair to drivers on toll roads because the gasoline tax is not used for toll roads and surplus toll revenue is used to subsidize other state operations.
