When you vote, your vote goes into your electoral area. Say we have 500 people in an electroal area in the state of Alabama. 450 people vote R and 50 vote D. Then you have one electroal vote for R. If you have 251 vote R and 249 vote D you have one more R electroal vote. Bottom line is that it is the people who vote but it isn't necessarily counted by each individual vote.
