The United States did not make Puerto Rico a protectorate. Instead, it governed Puerto Rico as a territory, as it did the Philippines. The Foraker Act of 1900 established that the U.S. would appoint Puerto Rico's governor and the upper house of its legislature. Puerto Rican voters would elect the lower house.

They governed them with low respect, different than how they governed the rest of the United States. After a while they started to treat them the same, but at the beginning it was different.

Puerto Rico is a commonwealth and unincorporated territory in the US today. In 2012, they voted for statehood, but this will most likely not happen as it has to be passed by Congress.
