Not no but HECK NO, inks as used in stamp pads contain chemical additives which causes the ink to 'fast dry'...Most of these additives contain toxic chemicals. Baby, Don't do it. It is pure pigment and made in a sterelized environment. You're obviously trying to do dodgy home tattoos, but atleast use an ink that is safe.

Take it to a professional. Of course you should make sure that it is actually a real confederate bill, there are thousands of replicas. Is the stamp an adhesive stamp or an ink stamp? Big difference. If it is authentic, a conservator, try you local museums, will be your best bet.
