After you move to IL, apply at the DMV for an IL license? They will issue you an IL license (if you are eligible). You must surrender your IN license and they will notify IN to cancel it. You are not allowed (federal law) to possess a drivers license from more than one state (your 'home' state).
Please contact the local DMV in Illinois who can help you out.
Go to the IL DMV offices - present your old drivers license and request an application for an IL license.
I think you should be able to convert it. Please contact the local DMV in Kentucky they should be able to guide you appropriately.

You first need to go to the DMV. Then ask them to change the address on your drivers license 10 days before moving to a new state. I assume they will mail you your new drivers license.
