The April of 2007 was one of the driest on record. This caused the ground to dry. Which meant when 4 months of water fell over June and July, mainly focused from the 20th of July when 2 months of rain fell in 12 hours, the ground quickly reached its saturation level. The rains were put down to global warming, but a lot of the flooding was due to the fact that Tewksbury and Gloucester are built on the river's floodplains. And because of the impermeable surfaces and sewage/drainage systems the water was not able to enter the ground.

The region experienced more than double its average rainfall for the month leading to flooding in many areas. The floods were caused by a number of factors including: A low-pressure weather system that brought heavy downpours. The fact that the area had already experienced above-average rainfall in the weeks preceding the floods. The geography of the area with rivers running through narrow valleys increasing the speed of the water and making flooding more likely.All of these factors combined to create a perfect storm which caused extensive flooding in Gloucestershire resulting in significant damage to property and infrastructure and sadly the loss of life.
